International Sewerage Network Specialist (Supervision)

Role and Responsibilities

1) Undertake the responsibilities outlined in MPWH’s Circular Letter No.16/2022 (see footnote 20):

• Review the engineering design of sewer networks with consideration of the field condition;
• Ensure the contractors applied the safety procedure of the construction work;
• Ensure the entire of the construction workers have the construction work certificate (Sertifikat Kerja Konstruksi/SKK);
• Ensure the entire equipment related to the construction work have a letter of operation suitability (Surat Izin Laik Operasi/SILO);
• Ensure the heavy equipment have a permit of the operation license letter (Surat Izin Operator/SIO);
• Check the use of domestic production materials/good and imported items according to the form of domestic component standard (Tingkat Komponen Dalam Negeri/TKDN) and the list of imported goods as stated in the construction contract;
• Ensure the construction method and result of work produced by the contractors meet to the construction contract;
• Provide a written instruction to the contractors if construction method is deemed incorrect or may create adverse impact and stated in the logbook, and promptly report to the Team Leader and Deputy Team Leader;
• Create technical justification regarding variation order proposed by the contractors;
• Prepare a progress report concerning any revision or discrepancy of the agreed detail engineering design and report to The Team Leader and Deputy Team Leader;
• Review and approve the technical progress reports provided by the contractors;

2) Supervise the contractors’ progress to ensure satisfactory standards, quality assurance, control of workmanship and progress;

3) Assess the quality of sewerage works, identify issues and provide recommendations;

4) Prepare monthly project progress reports describing the physical progress of each sewerage package, highlighting issues to the quality and progress of the works and remedial actions;

5) Review and formulate technical justification for proposed changes submitted by the contractors;

6) Assist, oversee, and monitor the implementation of sewer network contract which includes design phase and construction phase;

7) Work closely with WWTP Expert, Quality Engineers, Quantity Engineers, WWTP and Sewerage Engineers, Field Supervision team throughout works contracts’ implementation period;

8) Support any related activities in achieving project’s DMF and covenants;

9) Other duties as requested by the Team Leader / Deputy Team Leader of the Project

Minimum qualification (Education):

• Master’s degree in civil or environmental engineering or equivalent

Minimum qualification (experience):

• At least 8 years of relevant professional experience in civil engineering works, commissioning electromechanical equipment, pumping stations, specifically sewerage installation including pipejacking systems.
• Foreigners or citizens of Indonesia who possess the appropriate international experience may be considered for assignments for this position. International experience(s) obtained from country(s) outside Indonesia.
• Experience in (i) MDB or ADB, (ii) PPP for water supply and sanitation, and (iii) working with DGHS, MPWH and the local governments in sanitation sector
• Fluency in written and spoken English, preferably with knowledge of Bahasa Indonesia.

• 10 Months

Location:

• One location among three (Mataram or Pontianak or Semarang)

Nationality:

• Foreigners or citizens of Indonesia who possess the appropriate international experience may be considered for assignments for this position. International experience(s) obtained from country(s) outside Indonesia.
