Accountabilities:
- Support the development, implementation, coordination and/or oversight of EpiC Health Supply Chain TA services to ensure stock for HIV commodity are adequate to support Fast Track and PEPFAR target.
- Provide technical assistances and supports to Ministry of Health (MoH) in all relevant aspects of HIV Health Supply Chain operation and management including but not limited to collecting HIV logistics data, planning, forecasting, procurement, storage, stock monitoring, and distribution to the provincial health office, and ensuring timely submission of logistics data reports and fulfilling the logistic requisition from other provinces.
- Provide technical supports to Ministry of Health to improve the HIV supply chains in national and sub-national level (provincial and district level), specific but not limited to Jakarta and Greater Jakarta involving data collection and analysis, tracking of performance indicators, and training of partners involved in supply chain activities.
- Support Ministry of Health in the coordination of supply chain management meetings in national and sub-national level and collaborate with other supply chain stakeholders to ensure all proposed activities are aligned with those of other partners.
- Provide assistance to Ministry of Health to prepare necessary documents required for forecasting, procurement, storage, distribution process, and coordinate with PHOs regarding logistic requisitions and distributions, and other HIV logistics related tasks.
- Provide technical assistance to Ministry of Health to minimize preventable ARVs and VL tests stock-out issues including providing feedback and recommendation as well as problem solving to improve HIV logistic data quality and reliability.
- Responsible and manage the implementation and acceleration of scaled-up of TLD initiation, Nevirapine (NVP) phasing-out, and improvement of Viral load testing and suppression achievements and other indicators as required by the project.
- Support the Ministry of Health in forecasting the needs of HIV-related commodities based on commodity monitoring at the national and subnational level, specific but not limited to Jakarta and Greater Jakarta, to ensure effective implementation and acceleration of 3-month MMD (Multi Month Dispensing) in PEPFAR site, scaled-up of TLD initiation, Nevirapine (NVP) phasing-out, and improvement of Viral load testing and suppression achievements and other indicators as required by the project.
- Support the Ministry of Health in conducting monitoring and supervision activities to provincial and districts health offices, specific but not limited to Jakarta and Greater Jakarta, in conducting routine supply chain management tasks and provide analytical support to identifying system challenges and developing potential solutions to improve TLD optimization, MMD 3 months, and laboratory networks for viral load testing and other key HIV-related tests.
- Develop performance reports, analysis, and updates (monthly, quarterly, semi-annual, and annual) for key partners.
- Maintain an effective recording and reporting system and make adjustments as necessary to ensure the availability of accurate and reliable data.
- Report to and work closely with HSC program manager to ensure achievements of project indicators and monitoring systems.
- Work closely with all EpiC Indonesia units to ensure the program’s work plan activities meet acceptable quality standards and are implemented as scheduled.
- Cultivate strong relationships and communication between relevant government stakeholders, other implementing partners.
- Ensure achievement of evidence-based and high-quality results/deliverables in accordance with the targets identified in programmatic work plan(s).
- Coordinate closely with and provide assistance to the HSC Program Manager, and colleagues in preparing, developing, and submitting donor reports and other relevant materials (e.g. TA briefs), as per the requirements of each HIV project.
- Stay current and up to date on HIV guidelines, strategies and protocols, including Government of Indonesia and relevant international (i.e., WHO) guidance.
- Support EpiC country team in managing other tasks as and when required.
- Represent EpiC at relevant consultations and meetings.
- Perform other duties as assigned.
- Bachelor’s degree in public health, pharmacy, lab analyst, logistics or business administration or other health-related expertise with minimum three years of relevant work experience.
- Demonstrated ability to work effectively with communities, civil society, local/national government representatives and other stakeholders.
- Demonstrated ability to coordinate and/or deliver health service interventions across multiple teams, local stakeholders and geographic regions.
- Demonstrated understanding of health commodity supply chain concepts.
- Ability to contribute to capacity building efforts and work with colleagues in diverse settings.
- Ability to work independently and to manage various priorities daily with minimal supervision.
- Computer literacy with demonstrated use of word processing, database and presentation software (Word, Excel, Power Point). Experience with database development.
- Excellent organization and time management skills, and strong attention to details.
- Well-developed written and oral communication skills in both Bahasa and English.
