Job Summary:

Under the supervision and responsibility of EpiC Indonesia Deputy Project Director, and with the support of the Technical Director, the Program Manager of Health Supply Chain will have several technical officers under his/her direct supervision. He/she will be responsible for the implementation of the Health Supply Chain (HSC) strategies and activities according to the EpiC workplan. He/she will ensure optimal quality and impact of the strategies and activities implemented under HSC unit at national level, Jakarta, and Greater Jakarta, through coordinated efforts, advocacy, effective communication, and delegation system with appropriate control mechanisms. He/she will share with all Technical Unit leaders and all HSC officers the responsibility of a sound management and successful functioning of the HSC’s division of labour through joint planning and after-action review.

Accountabilities:

Team Management and Coordination:

  • Unify, integrate, and synchronize of the efforts of HSC team members to provide unity of action in the pursuit of workplan objectives.
  • Responsible to the design and implementation of the HSC strategies and activities.
  • Facilitate routine joint planning among HSC team members.
  • Oversee the delivery of projects/HSC activities and make adjustments as necessary to ensure they are delivered to specifications and high standards.
  • Manage deadlines and progress across the team to ensure the project is delivered on time and on budget.
  • Supervise and ensure a permanent and transparent communication within the HSC team and dynamize team collaboration.
  • Facilitate after-action review among HSC team members for each activity.
  • Provide inputs for the annual and quarterly work plans, budgets, and all relevant reporting requirements related to HSC and other related units focussing on EPIC working area
  • Delegate tasks to appropriate team members.
  • Conduct regular analyzes of processes and procedures, making adjustments when necessary.

Documentation and Reporting Management :

  • Ensure a steady information on activities progress and challenges.
  • Complete any required reports for donor and technical counterpart agency.
  • Collect, analyze, and work on feedback from donor, partners, and EpiC’s TA recipients to gauge satisfaction and success.
  • Present progress and results of tasks and/or HSC activities results to Senior Management Team and all EpiC staff and other interested parties in person or in digital format.
  • Review materials created by HSC team members and offer suggestions for improvement.
  • In collaboration with Communication and Knowledge Management Officer, advancing development of knowledge products inventory e.g. SBCC materials, job aides, tools, SOPs, guidelines, blurbs, success stories, fact sheet, etc.

Budget Management and Controlling:

  • Responsible in formulating, analyzing, verifying, and consolidating the draft of the budget proposals.
  • Responsible in monitoring the approved budget on a continuous basis and participating in the preparation of relevant financial reports.
  • Prepare budget forecast and ensuring its consistency with planned procurements, activities, and operational decisions within HSC.
  • Control funds availability under the programmes and preparing general expenditure and budget statements.
  • Draft correspondence and responding to queries on budget related issues as required.

Strategic Partnership Management:

  • Manage existing strategic partnerships with government and other relevant partners with effective communication and coordination and provision of sound performance monitoring for joint discussions on acceleration and improvement of targets and programs.
  • Identify and managing potential partners based on project needs, goals, and current partnerships.
  • Establish contact lists of collaborators and partners and update information periodically.

Qualifications:

  • Verbal and written communication for understanding project requirements and explaining these needs to team members and third-party providers.
  • Attention to detail to ensure all specifications are met.
  • Problem-solving abilities to correct any challenges or inefficiencies for the best results.
  • Decisiveness and good judgment to address pressing project matters when time is limited.
  • Organization and time management to manage multiple tasks, sometimes for multiple projects, at once.
  • Leadership and motivation to guide team members in making consistent progress.
  • Goal-setting to set realistic deadlines and strategize daily, weekly, monthly and quarterly progress.
  • Knowledge and practice of public health and clinical services.
  • Excellent and demonstrated organizational and presentation skills.
  • Excellent and demonstrated capacity building skills.
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations in Indonesia.
  • Ability to travel within country or region and internationally if needed.

Minimum Requirements Standards:

  • Public Health, Clinical, or Health-related degree, with minimum five years of relevant work experience.
  • Demonstrated ability to work effectively with diverse team, health providers, local/national government representatives and other stakeholders.
  • Demonstrated ability to coordinate and/or deliver health services interventions across multiple teams, local stakeholders, and geographic regions.
  • Well-developed written and oral communication skills in both Bahasa and English.
