Human Resources & Finance Officer (Common Services)

Summary of Duties:
The Finance and HR Officer plays a critical role in ensuring the smooth operation of the Embassy by overseeing financial management and human resources functions. Leading a team of four, this position is responsible for budgeting, financial reporting, payroll, and compliance with local and organizational regulations. On the HR side, the officer manages recruitment, employee relations, and administrative processes to support a productive and well-functioning workplace. As a key advisor to senior leadership, this role requires strong leadership, attention to detail, and the ability to navigate complex operational challenges.
ESSENTIAL QUALIFICATIONS
Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience. Candidates must clearly demonstrate when applying to the position how they meet each of these essential qualifications.
*Language will be assessed further during the process.
Education:
Candidates will be required to provide proof of the completion of their education.
- Bachelor’s degree from a recognized university, preferably with a specialization related to business administration or finance; or, an equivalent combination of education, training and recent* experience (*within the last 5 years).
Language:
- Fluency in English (oral, reading and writing)
- Fluency in Indonesian (oral, reading and writing)
Experience:
- At least three years of experience (within the last 5 years) in financial and budget administration, including accounting operations, financial tracking using systems/databases, data extraction, trend analysis, financial interpretation, report generation, forecasting, and budget management.
- At least three years of experience (within the last 5 years) in general administrative duties, such as office management, implementing office policies, handling internal communications, and navigating local bureaucratic requirements.
- At least three years of experience (within the last 5 years) in client service, supporting both internal and external stakeholders with professionalism and efficiency.
RATED REQUIREMENTS
The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview (online pre-recorded/live or in-person), role-play, practical tests, presentations and/or psychometric assessment.
Knowledge:
- Knowledge of Finance procedures and budget planning
Abilities:
- Proficiency in Microsoft Word and Excel, with the ability to accurately create charts, tables, and reports.
Competencies:
- Thinking things through: with the capacity to understand and apply complex administrative principles effectively.
- People Management: including the ability to plan, assign, coordinate, and evaluate the work of subordinates.
- Organization and Coordination: ensuring the coordination of competing priorities, adherence to tight deadlines, and achievement of work targets.
- Client Orientation: with the ability to assess needs and provide informed recommendations for long-term planning.
- Critical thinking and decision-making skills, demonstrating a thoughtful and strategic approach to tasks and challenges.
- Working with others and Horizontal Leadership: fostering effective teamwork and productive working relationships.
Asset Qualifications:
- Leading and managing a team for a 12 months or more.
Operational Requirements:
- Work hours: (Full-time - 37.5 hours per week). Monday to Thursday - hours of work are from 7:30 am to 4:15 pm with 45 min lunch break and Friday –from 7:30 am to 13:00 pm with no lunch break.
- Meet the employer’s medical requirements by undergoing a medical evaluation by a physician.
- Be able and committed to working additional hours as required, and on short notice, during evenings and weekends.
- Be able to travel both locally and abroad.
