The Field Officer will work together with the Project Manager to conduct on-site activities within the program. Primary responsibilities are to support project implementation at the site level, conduct day-to-day coordination, data collection, and monitoring to ensure effective and timely implementation of the project under the direction from Project Manager. Provide input for the project implementation based on the information obtained from the field. To achieve this output, it is expected that the officer will be used to working in field and to be placed on-site to support high mobility requirement on data collection, surveys, and other field activities
Responsibilities
Project Implementation:
- Conduct and support the preparation of field-based activities based on the approved workplan, timeline and monitoring and evaluation framework in consultation and under the guidance of the Project Manager.
- Implement the project that complies with YRE’s SoPs and compliance instruments including but not limited to financial, administrative, procurement, code of conduct, project management as guidance for the project implementation.
- Support the field level activities are implemented in a timely manner and produced high-quality results in accordance with the project’s objective, milestones and KPIs.
- Implement the Project conforms to YRE and Donor program principles and project standards as well as YRE organization value.
- Identify and promptly communicate to Project Manager of any issues arising during project implementation.
- Any other necessary administration needed required by YRE pertaining to project.
- Support the identification, track, manage and resolve project issues
- Support the identification, manage and mitigate project risk
Accountability:
- Ensures proper process and documentation for all forms of financial and procurement transactions under the project in compliance with YRE’s policies and guidelines.
- Ensures timely reporting and settlement of financial and procurement under the project
- Collaborates closely with the YRE’s Jakarta team during audit undertaking.
Monitoring, Reporting and Documentation:
- Support the development of periodic reporting on a timely basis including narrative and financial report.
- Support monitoring and evaluation using framework and tools for tracking progress reporting.
- Support high quality documentation and means of verification for each Project activities
Qualifications
The Field Officer is expected to have the following qualifications:
- Proven experience in project implementation position of at least 3 (three) years
- Experience and have strong knowledge in water supply and water resources conservation / water resources management with at least 3 (three)) year experience.
- Experience and understanding of the different stakeholders involved in development projects
- Experience in community development program with excellent communication and engagement skills is preferred
- Having experience working with NGO/donor program/CSR is a plus
- Ability to navigate complex development environments and work effectively with an array of implementing partners in a fast-paced environment
- Able to develop and maintain good relationships with government agencies/institutions at all levels, non-government organization, and civil society organizations.
- Excellent communication, negotiation and managerial skills
- High mobility required
