Accounting Officer
BLESS Foundation is currently setting up the operations and management system and is seeking a Financial and Accounting Officer who can support the team on building the financial management system to ensure sound financial management and accountability.
The Financial and Accounting Officer will be expected to bring the skills and expertise in managing financial transactions, maintaining accurate records, preparing financial reports, and ensuring compliance with donor and regulatory requirements. The role is critical in supporting BLESS Foundation’s financial sustainability and transparency.
Scope of Work
The Financial and Accounting Officer will play a key role in ensuring the financial integrity of BLESS as a foundation. The scope of work defines the operational framework within which the Financial and Accounting Officer will carry out their responsibilities. This includes:
Financial Systems & Reporting
- Develop, implement, and maintain financial policies, procedures, and reporting systems.
- Establish an efficient financial recording system, ensuring timely data entry and reporting.
- Design financial reports to support decision-making at all levels.
- Prepare quarterly and annual financial report - for both internal management and external stakeholders (donor)
Budgeting & Financial Planning
- Assist in preparing annual budgets, multi-year financial projections, and cash flow analysis.
- Prepare monthly budget movements and report to the senior management level
- Monitor budget utilization and provide recommendations for financial efficiency.
- Support leadership in financial planning and risk management
- Work with Program team to identify budget needs and evaluate budget movements
Grants & Donor Financial Management
- Design and implement financial tracking systems for donor funds and grant expenditures.
- Ensure accurate and timely donor financial reporting.
- Work with program teams to align financial planning with project activities.
Compliance & Internal Control
- Establish and monitor internal financial controls to ensure accountability and prevent fraud.
- Ensure compliance with statutory and donor financial regulations.
- Prepare financial documentation for external and internal audits - if any.
Procurement & Contract Management
- Develop financial procedures for procurement, ensuring compliance with donor guidelines.
- Review vendor contracts and manage financial transactions related to procurement.
- Maintain financial records of service contracts and supplier payments.
Key Responsibilities
Based on the above-mentioned scope of work, the Financial and Accounting Officer will be responsible for overseeing the financial and accounting functions of BLESS Foundation. The main duties and responsibilities include:
- Managing financial transactions and bookkeeping
- Preparing regular report on budget movements and management accounts
- Preparing financial reports, and donor reports
- Ensuring compliance with accounting standards, donor requirements, and local regulations
- Conducting payroll, tax reporting, and bank reconciliations
- Supporting audits and implementing financial controls
- Assisting in procurement and grant financial management
- Other duties include providing financial guidance to program teams as needed and other relevant tasks as assigned by the management.
Selection Criteria
The candidate will possess strong qualifications and experience as follows:
- Bachelor’s degree in Accounting, Finance, or Finance Administration, or a related field (CPA, ACCA or equivalent certification would be preferred)
- Minimum of 3 years of relevant work experience in financial management, preferably in NGOs or similar donor-funded organizations.
- Strong knowledge of accounting principles, budgeting, and financial reporting
- Familiarity with donor reporting and grant management
- Knowledge of tax regulations and compliance requirements
- Experience with financial software is preferred
- Excellent analytical, organizational, and problem-solving skills
- Strong communication skills and ability to work in a team
- High level of integrity, professionalism, and attention to detail.
