Job Purpose :
Environmental and Social Management System (ESMS) Specialist to ensure and monitor all environmental plans and programs of MPI and subsidiaries comply with government regulations, company regulations, ADB safeguards, IFC performance standard and other related requirements to achieve HSE goals and targets in company and subsidiaries. Also covers the entire environmental permit (AMDAL, UKL UPL, SPPL, technical approval) for company’s new projects.
The ESMS Specialist is responsible for developing, implementing, and ensuring compliance with the Environmental and Social Management System (ESMS) for the PLTGU project.
A key objective of this role is to ensure the project's successful financing by achieving full compliance with lender requirements, including IFC Performance Standards, Equator Principles, and Japanese financial institution (e.g., JBIC, JICA) environmental and social guidelines. The specialist will coordinate environmental and social assessments, monitor performance, engage with stakeholders, and support continuous improvement in environmental and social responsibility.
Job Description :
1. Development & Implementation of ESMS
- ESMS framework developed and implemented according to international standards (IFC, Equator Principles, JBIC/JICA guidelines).
- Number of identified risks addressed within the ESMS.
- Timely integration of ESMS into project phases.
2.Regulatory & Lender Compliance :
- 100% compliance with Indonesian regulations and lender requirements.
- Zero critical non-compliance findings in lender audits.
- Timely submission of ESIA, EMP, and other required reports.
3.Environmental & Social Risk Monitoring :
- Number of environmental and social impact assessments conducted.
- Monitoring report for ESIA and AMDAL/RKL-RPL
- Reduction in high-risk environmental and social issues over time
4.AMDAL (Environmental Impact Assessment) Management :
- Successful completion and approval of AMDAL by Indonesian regulatory authorities.
- Compliance with AMDAL commitments throughout project phases.
- Number of AMDAL monitoring reports submitted on time.
- No major environmental non-compliance cases related to AMDAL implementation.
5. Stakeholder & Community Engagement :
- Frequency and effectiveness of engagement sessions with communities and stakeholders.
- Number of grievances received vs. resolved within the agreed timeframe.
- Satisfaction rating from stakeholders on engagement effectiveness.
6.Capacity Building & Training:
- Number of ESMS and AMDAL-related training sessions conducted.
- % of project teams and contractors trained on ESMS and AMDAL compliance.
- Improvement in compliance rates post-training.
7.Reporting & Documentation :
- Accuracy and timeliness of reports submitted to management and lenders.
- Quality and completeness of ESMS and AMDAL documentation.
- No significant delays in lender-required reporting.
8. Support for Project Financing Approval:
- Successful lender approval for financing without major ESMS/AMDAL-related objections.
- Number of lender queries addressed effectively and on time.
- Achievement of financial closure milestones with full ESMS and AMDAL compliance.
Job Qualification :
- Bachelor’s degree in Environmental Science, Engineering, Sustainability, or a related field.
- Certification : Basic AMDAL, PPPA, POPA, PPPU, POPU, PLB3, AK3U, ISO 14001, ESIA, and ESMS
- Strong understanding of IFC Performance Standards, Equator Principles, and Japanese lender environmental/social requirements.
- Well knowledge on AMDAL, RKL-RPL and ESIA
- Experience in ESIA, EMP, and stakeholder engagement strategies.
- Familiarity with Indonesian environmental regulations and permitting processes.
- Proven experience in managing compliance to support successful project financing.
- Well knowledge on ISO 14001 and PROPER
- Well knowledge on SDG and Sustainability Report
- Life cycle assessment
- Excellent communication and stakeholder management skills.
- Ability to work in a multicultural environment and coordinate with international lenders.
- Strong analytical and problem-solving skills.
- Proficiency in English (spoken and written) is mandatory
- Japanese language skills are a plus
