The Division of Community and Behavioral Health Services is accepting applications for Community Service Worker in the Office of Community Development. The Office of Community Development manages grant programs funded through the United States Department of Housing and Urban Development (HUD).

Essential Functions And Responsibilities

Under general direction, engages in activities to promote the planning, operation, implementation, monitoring/evaluation of programs funded through HUD Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG):

  • Oversight of HUD funded CDBG, HOME, and ESG projects funded through Morris County
  • Provide technical assistance for CDBG, HOME, and ESG projects to support community needs
  • Review of CDBG, HOME, and ESG documentation to ensure compliance with grant agreements and projects
  • Review payment requests and communicate with CDBG, HOME, and ESG providers if corrections are required
  • Attend pre-construction meetings with municipalities and organizations
  • Conduct employee interviews at project site locations
  • Attend final walk through for CDBG and HOME projects
  • Prepare, conduct, and report on the onsite and desk monitoring of CDBG, ESG and HOME projects
  • Track and drawdown activities in HUD software system
  • Collaborate with Community Development staff and committees to review and assess grant applications
  • Attend community committees and meetings to collaborate with organizations in identifying need areas related to HUD funding
  • Assist with mandatory HUD reporting
  • Working knowledge of Microsoft Office

Qualifications

Applicant must meet one of the following or a combination of both experience and education. Thirty (30) semester-hour credits are equal to one (1) year of relevant experience:

Possession of a bachelor’s degree from an accredited college or university.

OR

Four (4) years of professional experience in community relations work involving the promotion of local community resources or field work in a social service or public assistance program

  • Professional experience refers to work that is analytical, evaluative, and interpretive, requires a range of basic knowledge of the profession’s concepts and practices, and is performed with the authority to act and make accurate and informed decisions
  • Appointees will be required to possess a valid New Jersey driver’s license.
