Job Summary

The OHS (Occupational, Health & Safety) Manager is responsible for developing, implementing, and managing comprehensive Environment, Health and Safety (EHS) programs for both data center operations and data center construction activities including the regional offices. The role ensures compliance with local, state, and federal regulations, as well as company policies and industry best practices. The OHS Manager will work closely with internal stakeholders, contractors, vendors, and regulatory agencies to maintain a safe, compliant, and environmentally responsible data center environment.

Also, serving as the primary contact for the implementation of the EHS programs for all data centers (operations, projects) and offices within region. Adapt to fast-paced environments with changing circumstances, direction, strategy and deadlines. All other duties as assigned.

Key Responsibilities

1. EHS Strategy & Program Development

  1. Develop and implement a robust Environment, Health and Safety management system for both data center operations and construction.
  2. Establish EHS policies, procedures, and guidelines tailored to data center environments, ensuring alignment with corporate objectives and regulatory requirements.
  3. Conduct risk assessments, hazard identification, and job safety analysis (JSA) to proactively address potential safety concerns.
  4. Implement an EHS culture by providing strategic leadership, training, and engagement initiatives to promote best practices.
  5. Evaluate EHS risks during site selection, design, construction, and commissioning activities and ensure actions are taken to mitigate risks.
  6. Establish risk mitigation goals and develop metrics, dashboards and/or scorecards to track/communicate/drive progress.

2. Compliance & Regulatory Management

  1. Ensure compliance with all relevant local, state, federal, and international EHS regulations, including OSHA, EPA, NFPA, ISO 14001, ISO 45001, and other applicable standards.
  2. Maintain all required EHS permits, licenses, and certifications necessary for data center operations and construction activities.
  3. Conduct EHS audits, inspections, and assessments to identify compliance gaps and implement corrective actions.
  4. Interface with regulatory agencies, prepare reports, and manage compliance-related documentation.
  5. Periodically inspecting, auditing, and reviewing safe work practices to ensure compliance with regulations and company policies.
  6. Consult and partner with the BDx Legal team for interpretations and guidance.

3. Environment, Health & Safety Management

  1. Develop and enforce safety policies related to data center operations and construction, electrical safety, confined space entry, lockout/tagout (LOTO), fall protection, heavy equipment usage, and other high-risk activities (HRA).
  2. Oversee contractor safety management programs, ensuring vendors and subcontractors adhere to EHS requirements.
  3. Lead and supporting incident investigations and root cause analysis, so that corrective and preventive actions can be identified, communicated globally, and implemented.
  4. Develop emergency response plans and conduct drills with the support of security team and ensure business continuity in case of emergencies.
  5. Drive supplier safety performance through safety leadership engagement, collaborative forums, and contractual assurance actions.
  6. Work with business partners and peer OHS teams to ensure the transition from datacenter delivery to datacenter operations is smooth and risks are adequately mitigated.

4. Environmental Compliance & Sustainability

  1. Monitor environmental compliance, including air quality, water discharge, hazardous waste management, and spill prevention.
  2. Develop sustainability initiatives, such as energy efficiency programs, carbon footprint reduction strategies, and waste management improvements.
  3. Work with cross-functional teams to achieve corporate environmental goals and sustainability benchmarks.

5. Training & Employee Engagement

  1. Daily interactions with our stakeholders delivering health and safety guidance.
  2. Design and deliver EHS training programs for employees, contractors, and management on topics such as fire safety, electrical safety, hazard communication, emergency response and all high-risk activities.
  3. Conduct toolbox talks, workshops, and awareness campaigns to foster a culture of safety and responsibility.
  4. Develop safety incentive programs to encourage employee participation in OHS initiatives.

6. Data Analytics & Reporting

  1. Being accountable for EHS performance metrics and implementation of annual improvement plans.
  2. Track and analyze key performance indicators (KPIs) related to EHS, including incident rates, audit findings, and compliance status.
  3. Ensure record keeping and prepare and present EHS reports to Group OHS Head and senior management, highlighting trends, risks, and improvement opportunities.
  4. Utilize EHS management software to document inspections, training records, and compliance tracking.
  5. Analyze leading & lagging safety metrics and communicate results to leadership to drive action and accountability.

7. Collaboration & Leadership

  1. Act as the primary EHS liaison for data center leadership, construction teams, contractors, and external agencies.
  2. Collaborate with other groups within BDx (Facilities Managers, Operations Managers, BMS Managers, Managers (Civil, MEP, Cx), Human Resources, Admin, Directors/Heads) and outside vendors (General Contractors, sub-contractors, Emergency Services) as they relate to operations and construction.
  3. Lead cross-functional safety committees and participate in corporate EHS initiatives.
  4. Provide technical guidance and mentorship to site OHS SPOCs, OHS coordinators, OHS officers, and operations personnel.

Qualifications & Requirements

Education & Certifications

  1. Bachelor’s degree in environmental science, Occupational Health & Safety, Industrial Engineering, or any engineering degree, K3 - Keselamatan dan Kesehatan Kerja (Indonesia) or a related field (Master’s degree preferred).
  2. Certifications such as Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or NEBOSH International General Certificate (IGC) or Diploma are highly desirable.
  3. AK3 Umum (Ahli K3 Umum) Certification – Issued by the Indonesian Ministry of Manpower (Kementerian Ketenagakerjaan / KEMNAKER).
  4. Hazardous Waste Management Certification (B3 – Bahan Berbahaya dan Beracun).
  5. Fire Safety & Emergency Response Training (Sertifikasi Pemadam Kebakaran Kelas D or higher)

Experience

  1. 10+ years of EHS experience, preferably in mission-critical environments such as data centers, industrial facilities, large-scale construction projects, oil and gas, mining and manufacturing.
  2. Proven track record of developing and implementing EHS programs for both operational and construction environments.
  3. Experience working with global EHS standards, ISO certifications, and sustainability initiatives.
  4. ISO45001/ISO14001/ISO9001 Certified internal auditor/lead auditor will be a plus.

Skills & Competencies

  1. Knowledge of Indonesian labor laws, Permenaker (Ministerial Regulations), Indonesia’s K3 regulations and AMDAL (Environmental Impact Assessment) requirements is essential.
  2. Strong knowledge of EHS regulations, risk assessment methodologies, and safety best practices.
  3. Ability to conduct investigations, audits, and compliance assessments effectively.
  4. Able to manage up and escalate issues or concerns when required.
  5. Excellent communication and leadership skills, with the ability to influence stakeholders at all levels.
  6. Proficiency in EHS management software and data analysis tools.
