UNDP Indonesia has been working with the government to ensure young people can take part in the achievement of SDGs through Youth Co:Lab initiative under the Financing for Development unit. This program is supported by the UNDP Bangkok Regional Hub and the Citi Foundation, to:
Youth Empowerment in Climate Action Platform (YECAP)
UNDP Asia-Pacific and the UNFCCC Regional Collaboration Centre for Asia-Pacific, RCC Bangkok, in collaboration with UNICEF East Asia and Pacific, UNICEF South Asia, the British Council, YOUNGO, Movers Programme and the 2030 Youth Force established a regional platform for youth empowerment in climate action, YECAP. Instead of trying to create something entirely new, build on existing networks, structures and knowledge in the region, YECAP aims to leverage the unique assets of the convening partners to empower youth in climate action and promote direct participation in the NDC revision, implementation and monitoring processes.
Youth Digitalization for Employability and Entrepreneurship Program (YDEEP)
In 2022, youth unemployment reached 13.93% and youth with Not in Education, Employment, and Training (NEET) status is 26.82%, with female NEET rate is two times higher than male youths (37.04% compared to 16.78%). Alongside, the Government of Indonesia has calculated the need for 9 million digital talents by 2030 or 600 thousand digital workers on average per year. Therefore, the YDEEP programme, branded as Skill Our Future, is an Asia and the Pacific initiative jointly led by UNDP, Microsoft, and other partners aims to create digital pathways for youth to not only support their employability, but to enable them to thrive as globally engaged citizens contributing to the sustainable development of their communities and beyond. With a marked focus on providing opportunities for 400,000 youth from underserved communities until 2026, equipping them with 21st-century and digital skills, including Artificial Intelligence (AI) fluency, to prepare them for successful transitions into gainful employment.
The Project Associate for Youth Empowerment Initiative will work under the supervision of the Financing for Development Team Leader. He/she will work in close coordination with UNDP Regional Bureau for Asia and the Pacific on the Youth Empowerment Portfolio in Asia and the Pacific (YEP-AP). The organigram in Annex shows the position of this function within the office and unit structure.
Project Associate for Youth Empowerment Initiative will serve as the focal point for youth empowerment initiatives, mainstreaming youth into the country office portfolio, lead youth-led programmes addressing the country’s pressing issues and needs and facilitate fostering youth contribution to SDGs through forging partnerships and collaboration among youth groups in Indonesia.
To support the Youth Programme, the Associate will be responsible for the coordination with key counterparts, development and delivery of projects/programmes for the Youth Portfolio to achieve the highest quality and standards to relevant stakeholders and partners, including UNDP BRH, Donors, and Ministries.

Duties And Responsibilities
Effective support to the management and implementation of activities under the Youth portfolio and expected to:
- Provide inputs and strategic recommendations for developing relevant programme/project proposals in line with UNDP’s Indonesia Country Programme and support the overall coordination, work plan development and implementation of the regional initiative on Youth (e.g Youth Co: Lab, YDEEP, Movers) in Indonesia.
- Provide policy advice and technical support to the design and implementation of programmes/projects in the portfolio through consultation with the Government, donors, UN agencies, NGOs/CSOs and other partners.
- Support the formulation exercise by facilitating engagement with stakeholders, inputs from relevant advisors and consultants, and proper preparation of project/programme documents in line with UNDP’s procedures.
- Assist in conducting analyses of the programme/project portfolio to assess its effectiveness in contributing to the intended outcomes and develop strategies to address identified weaknesses.
- In close consultation with the relevant outcome board(s), identify areas for support and intervention within the outcome areas assigned and any need for outcome level revisions that may be necessary to maintain UNDP’s relevance within the context of the country’s evolving development situation.
- Support the implementation of capacity development strategies to enhance the quality and impact of programs/projects under the Youth portfolio as well as building collaborative effort and engagement with other CO’s units in the design, implementation, and synergy of youth initiatives.
- Ensures gender-related economic, environmental, public research and analysis, to contribute to the formulation of policies, programme interventions, procedures, guidelines and tools
- Provide support to the effective management of large and strategic national and regional programmes and projects.
- Ensure effective application of RBM tools and project/programme monitoring and evaluation procedures and guidelines to promote achievement of outcome level results. This includes technical support to the financial and substantive monitoring and evaluation of the projects using quarterly monitoring reports (QMRs) and Internal Project Assurance Reports (IPAR) as delegated by the Team Leader.
- In collaboration with the programmes, provide support in the development of project annual workplans, including detailed plans for procurement and recruitment of goods and services.
- Liaising with key stakeholders and responsible partners to keep track of project progress according to plan and assist project authorities in problem-solving and implementing corrective measures.
- Ensure proper follow-up on audit recommendations.
- Assist in the preparation of project reports for donors.
- To ensure the implementation of gender equality accountability framework and Gender equality Results Based management at project level i.e. performance management, gender marker assignment, reporting, etc.
- Assist in maintaining strategic partnerships with key development partners in government, private sector, civil society, and academia to garner the resources and support required for an effective portfolio.
- Provision of support in strengthening cooperation with key stakeholders
- Support the communication of the FfD, particularly those relevant to Youth initiatives, in order to facilitate resource mobilization from various sources such as global trust funds, bilateral donors, and the private sector.
- Facilitate information sharing and dialogue within the donor community
- Support knowledge generation and knowledge sharing based on programme/project experiences, and, when appropriate, make contributions to knowledge networks and communities of practice.
- Compile key sources of information and best practices for projects and Youth initiatives within the portfolio and facilitate access to this information by programme and project staff and other relevant counterparts. Maintain knowledge and advocacy networks which are linked to thematic issues or projects within the portfolio.
- Prepare briefs, talking points, and other documents as required by UNDP CO, UNDP BRH, and other relevant stakeholders.
- Ensure that key programme and project results data and promotional material are available to showcase the progress, achievements and impacts of UNDP’s work in Youth.
- Conduct training programme for project staff as necessary on UNDP operational/ project policies and procedures.
- Conduct internal capacity-building training for project staff to facilitate appropriate management and timely delivery of project outputs including in gender analysis and gender mainstreaming.
- Human rights and gender equality is prioritized as an ethical principle within all actions.

Required Skills and Experience
- Secondary education is required.
- University Degree (Bachelor’s Degree) in Development, Policy, International Relations, Management, Business, Public Administration, Economics, Political Sciences, Social Sciences will be given due consideration but is not a requirement.
- Master’s degree in development, Policy, International Relations, Management, Business, Public Administration, Economics, Political Sciences, Social Sciences is a distinct advantage.
- Minimum 7 years (with Secondary Education) or 4 years (with Bachelor´s degree) of professional experience in the field of development.
- Experience liaising with a diverse range of partners including Government, Civil Society and Private Sector would be an advantage.
- Advance knowledge of spreadsheet/excel and database packages, Microsoft words, power point, outlook, etc.;
- Excellent analytical and writing skills;
- Excellent organizational and communication skills;
- Good inter-personal and team building skills;
- Full time availability for project management support duties is essential.
- Experience working with UNDP/UN systems Previous experience working for UN/UNDP development projects in Indonesia.

In 2022, The Youth Empowerment Project In Asia And The Pacific (YEP-AP) Was Approved As a Regional Programme Aiming To Invest And Empower Young People Across The Region, To Accelerate The Implementation Of SDGs. Youth Co:Lab
UNDP Indonesia has been working with the government to ensure young people can take part in the achievement of SDGs through Youth Co:Lab initiative under the Financing for Development unit. This program is supported by the UNDP Bangkok Regional Hub and the Citi Foundation, to:
- Strengthen the ecosystem that fosters opportunities for young entrepreneurs, social innovators and youth- led networks and organizations
- Build the capacity of young entrepreneurs, social innovators and youth-led networks and organizations through developmental exercises and mentoring, and recognize their skills and talent
- Provide a platform for enhanced coalition-building and networking among young entrepreneurs, social innovators and youth-led networks and organizations with leaders and experts in the fields of business, development, finance, technology and innovation
- Provide funding and investment platform to scale successful innovations both nationally and regionally.
Youth Empowerment in Climate Action Platform (YECAP)
UNDP Asia-Pacific and the UNFCCC Regional Collaboration Centre for Asia-Pacific, RCC Bangkok, in collaboration with UNICEF East Asia and Pacific, UNICEF South Asia, the British Council, YOUNGO, Movers Programme and the 2030 Youth Force established a regional platform for youth empowerment in climate action, YECAP. Instead of trying to create something entirely new, build on existing networks, structures and knowledge in the region, YECAP aims to leverage the unique assets of the convening partners to empower youth in climate action and promote direct participation in the NDC revision, implementation and monitoring processes.
Youth Digitalization for Employability and Entrepreneurship Program (YDEEP)
In 2022, youth unemployment reached 13.93% and youth with Not in Education, Employment, and Training (NEET) status is 26.82%, with female NEET rate is two times higher than male youths (37.04% compared to 16.78%). Alongside, the Government of Indonesia has calculated the need for 9 million digital talents by 2030 or 600 thousand digital workers on average per year. Therefore, the YDEEP programme, branded as Skill Our Future, is an Asia and the Pacific initiative jointly led by UNDP, Microsoft, and other partners aims to create digital pathways for youth to not only support their employability, but to enable them to thrive as globally engaged citizens contributing to the sustainable development of their communities and beyond. With a marked focus on providing opportunities for 400,000 youth from underserved communities until 2026, equipping them with 21st-century and digital skills, including Artificial Intelligence (AI) fluency, to prepare them for successful transitions into gainful employment.
The Project Associate for Youth Empowerment Initiative will work under the supervision of the Financing for Development Team Leader. He/she will work in close coordination with UNDP Regional Bureau for Asia and the Pacific on the Youth Empowerment Portfolio in Asia and the Pacific (YEP-AP). The organigram in Annex shows the position of this function within the office and unit structure.
Project Associate for Youth Empowerment Initiative will serve as the focal point for youth empowerment initiatives, mainstreaming youth into the country office portfolio, lead youth-led programmes addressing the country’s pressing issues and needs and facilitate fostering youth contribution to SDGs through forging partnerships and collaboration among youth groups in Indonesia.
To support the Youth Programme, the Associate will be responsible for the coordination with key counterparts, development and delivery of projects/programmes for the Youth Portfolio to achieve the highest quality and standards to relevant stakeholders and partners, including UNDP BRH, Donors, and Ministries.
Duties And Responsibilities
Effective support to the management and implementation of activities under the Youth portfolio and expected to:
- Provide inputs and strategic recommendations for developing relevant programme/project proposals in line with UNDP’s Indonesia Country Programme and support the overall coordination, work plan development and implementation of the regional initiative on Youth (e.g Youth Co: Lab, YDEEP, Movers) in Indonesia.
- Provide policy advice and technical support to the design and implementation of programmes/projects in the portfolio through consultation with the Government, donors, UN agencies, NGOs/CSOs and other partners.
- Support the formulation exercise by facilitating engagement with stakeholders, inputs from relevant advisors and consultants, and proper preparation of project/programme documents in line with UNDP’s procedures.
- Assist in conducting analyses of the programme/project portfolio to assess its effectiveness in contributing to the intended outcomes and develop strategies to address identified weaknesses.
- In close consultation with the relevant outcome board(s), identify areas for support and intervention within the outcome areas assigned and any need for outcome level revisions that may be necessary to maintain UNDP’s relevance within the context of the country’s evolving development situation.
- Support the implementation of capacity development strategies to enhance the quality and impact of programs/projects under the Youth portfolio as well as building collaborative effort and engagement with other CO’s units in the design, implementation, and synergy of youth initiatives.
- Ensures gender-related economic, environmental, public research and analysis, to contribute to the formulation of policies, programme interventions, procedures, guidelines and tools
- Provide support to the effective management of large and strategic national and regional programmes and projects.
- Ensure effective application of RBM tools and project/programme monitoring and evaluation procedures and guidelines to promote achievement of outcome level results. This includes technical support to the financial and substantive monitoring and evaluation of the projects using quarterly monitoring reports (QMRs) and Internal Project Assurance Reports (IPAR) as delegated by the Team Leader.
- In collaboration with the programmes, provide support in the development of project annual workplans, including detailed plans for procurement and recruitment of goods and services.
- Liaising with key stakeholders and responsible partners to keep track of project progress according to plan and assist project authorities in problem-solving and implementing corrective measures.
- Ensure proper follow-up on audit recommendations.
- Assist in the preparation of project reports for donors.
- To ensure the implementation of gender equality accountability framework and Gender equality Results Based management at project level i.e. performance management, gender marker assignment, reporting, etc.
- Assist in maintaining strategic partnerships with key development partners in government, private sector, civil society, and academia to garner the resources and support required for an effective portfolio.
- Provision of support in strengthening cooperation with key stakeholders
- Support the communication of the FfD, particularly those relevant to Youth initiatives, in order to facilitate resource mobilization from various sources such as global trust funds, bilateral donors, and the private sector.
- Facilitate information sharing and dialogue within the donor community
- Support knowledge generation and knowledge sharing based on programme/project experiences, and, when appropriate, make contributions to knowledge networks and communities of practice.
- Compile key sources of information and best practices for projects and Youth initiatives within the portfolio and facilitate access to this information by programme and project staff and other relevant counterparts. Maintain knowledge and advocacy networks which are linked to thematic issues or projects within the portfolio.
- Prepare briefs, talking points, and other documents as required by UNDP CO, UNDP BRH, and other relevant stakeholders.
- Ensure that key programme and project results data and promotional material are available to showcase the progress, achievements and impacts of UNDP’s work in Youth.
- Conduct training programme for project staff as necessary on UNDP operational/ project policies and procedures.
- Conduct internal capacity-building training for project staff to facilitate appropriate management and timely delivery of project outputs including in gender analysis and gender mainstreaming.
- Human rights and gender equality is prioritized as an ethical principle within all actions.
- Activities are designed and implemented in accordance with "Social and Environmental Standards of UNDP";

Required Skills and Experience
- Secondary education is required.
- University Degree (Bachelor’s Degree) in Development, Policy, International Relations, Management, Business, Public Administration, Economics, Political Sciences, Social Sciences will be given due consideration but is not a requirement.
- Master’s degree in development, Policy, International Relations, Management, Business, Public Administration, Economics, Political Sciences, Social Sciences is a distinct advantage.
- Minimum 7 years (with Secondary Education) or 4 years (with Bachelor´s degree) of professional experience in the field of development.
- Experience liaising with a diverse range of partners including Government, Civil Society and Private Sector would be an advantage.
- Advance knowledge of spreadsheet/excel and database packages, Microsoft words, power point, outlook, etc.;
- Excellent analytical and writing skills;
- Excellent organizational and communication skills;
- Good inter-personal and team building skills;
- Full time availability for project management support duties is essential.
