The ideal candidate will be responsible for the Project Delivery strategy, plan and execution in line with the company overall vision leading to a growing, sizable and profitable real estate and property investment portfolio and advise senior management on the projects, specifically, project(s) status, contracts, scheduling, OPEX, CAPEX, risks, stakeholder management and ensuring the project(s) targets, schedule, costs and specifications for quality and delivery are achieved to ensure expected financial returns

Responsibilities

Strategic Project Portfolio Delivery

  • Direct annual business plan and project milestones in alignment with budgetary requirements and strategic initiatives and in coordination with relevant General Managers to ensure targets are met.
  • Direct the governance around the project(s) portfolio life cycle and ensuring procedures, standards, document management are in place and standardized and maintained across the portfolio
  • Manage set priorities for value optimization, considering risk, rewards, time and cost
  • Ensure department performance, progress of current / planned projects in coordination with management and contractors for risks to time, schedule, quality and costs.
  • Strategize for required change based on new developments for business and technical developments and innovations, market and economic fluctuations and competitor’s strategy to manage strategic plan and targets
  • Manage risk financial cost controls and ensure project management standards are disseminated across the projects for consistency and efficiency.

Cost Schedule Control and Budget

  • Prepare the strategic schedule, financial and budget controls and requirements and provide strong governance and control of assets
  • Drive the internal, consultant and contractor’s performance and quality standards for deliverables, timelines and cost control
  • Manage the design and construction budgets for each project and monitors to ensure cost effectiveness and maximum return on investment.
  • Review and management of the approval for the contractors, third party and consultants’ payment and variance orders
  • Provide annual, quarterly and monthly project cashflow vs work completed/pending

Contract Management

  • Drive and monitor contracting process from pre-bidding through approvals and execution and ensure all contracts are completed in the proper development and approval process (policies and procedures, tendering, evaluation, award and variance structure)
  • Recommend tender and procurement strategies
  • Ensure teams provide all submittals, variation requests and site instruction, and make suitable amendments to ensure budget(s) are maintained.
  • Monitor the performance and compliance of the consultants/contractors, according to the scope of services and contractual obligations and standards.

Stakeholder Management

  • Provide stakeholder relationship management with executives, strategic partners, and government officials to ensure operational growth and efficiency
  • Facilitate the overall cross-functional project team communication and collaboration
  • Ensure high level coordination and communication to internal units: Property, Sales, and Marketing teams to ensure project handover dates and requirements
  • Ensure team liaises with the concerned officials (municipal and service authorities) on all matters related to infrastructure and construction provision.
  • Contribute in managing interfaces with consultants, contractors, suppliers and engineers and in identifying operating risks of each development to achieve profit objectives, reduces financial losses and meets compliance objectives.
  • Monitor the performance of unit and development of staff

Qualifications

  • Bachelor’s degree in Engineering • MBA or Master’s Degree in technical discipline an asset.
  • 11+ years in project management in engineering, construction projects >$10M
  • 5+ years in Property Development or consultancy/construction environment.
  • Excellent managerial, stakeholder and organizational skills to lead large/complex environment.
  • Strong strategic planning, analytical, project management and financial acumen.
