Program Overview

Legally established in early 2014, WRI Indonesia builds on WRI’s global 20-year history in the country and the official establishment of WRI Indonesia office has strengthened our impacts on the ground in recent years. Our works are divided into terrestrial (forest, food, and land use) and non-terrestrial (climate, energy, cities, and the ocean) portfolios.

One of the initiatives under the nexus of energy, cities and transport is called: Bali Net Zero Emission 2045 Initiative program. The Bali Climate and Green Development Initiative is a five-year program on the decarbonization of Bali through clean energy transition, e-mobility, and climate entrepreneurship and leadership to achieve Bali Net-Zero Emission in 2045. The initiative is a collaborative effort between implementing partners through Bali Net Zero Emission Coalition/ Project Management Office (PMO), which will synergize Bali local actors and stakeholders in accelerating the clean energy transition, implementing electric vehicle, and strengthening the local communities’ involvement in the green development agenda.

World Resources Institute (WRI) Indonesia, Institute for Essential Services Reform (IESR), New Energy Nexus, CAST Foundation and ViriyaENB, have co-designed a multi-year’s program for Bali Net Zero Emission 2045 Initiative with our local actors and partners in Bali, to demonstrate how a rapid, province-scale effort with a focus on energy decarbonization and climate solutions can benefit local people, the economy, and the environment, while at the same time providing a strong foundation for Bali Net-Zero Emission goals by 2045 and contributing to national climate targets. This program’s theory of change is adapted from the program to ensure synergy and collaboration between partners to achieve our overarching goal.

To accelerate the adoption of low carbon technologies and other climate-based solution, the development of climate financing platform that aligns with the OJK’s sustainable financing taxonomy is one of key success in achieving Net Zer Emission. WRI Indonesia as a Secretariat of the Coalition would like to engage with a Senior Climate Financing Development Consultant to develop climate financing platform in Bali Province.

Job Highlight

The Climate Financing Development Senior Consultant will support the WRI Indonesia by providing support to the coalition in developing engagement strategy and action plan in the creation of climate financing platform for Bali Province. This will include reviewing model of existing financing platform, develop the conceptual design of climate financing platform, represent in engagement meeting/ convening meeting to related stakeholders. This conceptual design of the platfrom will provide key stakeholders in Bali with insight of leveraging and aggregating climate finance available in National/ International into the Bali Province. He/She will work independently under the direction and supervision of WRI Indonesia’s Urban Mobility Manager and Senior Lead for Bali PMU; You will be based in Bali and be flexible to travel to Jakarta and other cities for project coordination.

What You Will Do

In coordination with the Senior Lead for Bali PMU, the Senior Climate Financing Development Consultant will have responsibilities to:

Research and Technical Works (60%)

  • Lead and provide advisory in conceptualizing the climate financing platform within Bali Net Zero Emission program.
  • Lead and provide advisory the technical analysis of climate financing strategies for the low carbon technology and other climate-based solution implementation including but not limited to developing the supply and demand analysis, market analysis, and industrial study in leveraging climate financing terms.
  • Provide review and technical advice to research/knowledge products that are produced internally, and from external parties related to Bali Net Zero Emission program, especially about climate financing.
  • Support the development of Bali Climate Financing Platform by conducting thorough analysis, conceptual designs, reports, and presentations.

Outreach and Stakeholder Engagement (40%)

  • Build partnership and represent in the engagement meeting with financial institutions
  • Represent WRI Indonesia in a forum/dialogue/meeting with stakeholders related to climate financing.
  • Develop outreach/communication materials, technical guidelines, training modules and plan for key stakeholders in Bali in project related to climate financing.
  • Liaise with WRI Indonesia communication team for any communication-related products and events.
  • Maintain engagement with internal and external stakeholders as part of project implementation strategy.
  • Develop partnership and consensus among financial institutions in providing climate finance product that could accelerate Bali Net Zero Emissions Initiative.

What You Will Need

  • Master’s degree in Business Administration, Economic Development, Sustainable Economic, Industrial Economics, Monetary Economic and Banking.
  • Minimum of 5 years of full-time work experience in developing financing solutions for national or sub national level.
  • Experience in working with Sub-National Government related to regional medium-term development plan (RPJMD) will be a plus.
  • Studies, interest or experience working on climate, energy, transportation, sustainability, e-mobility, and environment sector issues is preferred.
  • Experience in scientific writing with history in publishing international peer-reviewed journal is a plus.
  • Highly organized and systematic with strong time management skills and ability to juggle competing priorities and deadlines required.
  • Excellent oral and written communication skills.
  • Professional fluency in Bahasa Indonesia and English.
  • Ability to work effectively in a fast-paced office environment and cross sectoral themes.
  • Highly motivated, strong can-do attitude, proactive work style and excellent organizational skills and work-ethic.
  • Problem solver who is willing to develop and share ideas internally and externally.
  • Ability and willingness to travel
  • Legally able to work in Indonesia.
