Role Purpose
As sourcing experts for technology (i.e RAN, Core, Transport); plan, strategies, manage, negotiate (price and contractual agreements), undertake sourcing activities (RFP/RFQ); supplier selection, partner management including partner performance review, post contract management, timely delivery of purchased system & communication to supplier WITH THE OBJECTIVE OF achieving company’s business & financial goals, by ensuring the best TCO (Total Cost of Ownership) is secured within the values and vision of PT IOH.
Job Scope
- Discuss and capture stakeholders to ensure all requirements are captured before RFP. Advice & ensure the stakeholders in order to in-line with the sourcing policies & procedures (SOPP). Ensure the all the requirements are captured in the contract and signed before the award.
- Lead negotiation with both potential and incumbent vendors with clearly defined requirements (scope of works) from stakeholders
- To communicate and eliminate the possible deviation from SOPP in terms of purchasing in all phases/milestone
- Negotiate with incumbent vendors for any underperform & damage claims (in a fair commercial settlement)
- Validating user requirements and the related business justification
- Liaise with Contract Management team to make sure that all the stakeholders’ requirements are correctly reflected in the contract draft before execution.
- Contract creation and revision of existing contracts in the Sourcing system (including all necessary annexes and appendix) to secure the company’s goals
- Monitor the performance of vendor/contractor in ongoing projects (together with the stakeholders)
- Lead negotiations with incumbent vendors for damages and claims to reach fair commercial settlement
- Identify improvements to processes, policies, tools, and templates required to drive improved outcomes
- Escalate issues and propose recommendations to management to accelerate closing of issues and/or implementation of improvement steps
- Provide regular report for management dashboard
- Manage the relationship with vendors as well as internal users and become main contact/key person for vendors and also internal users
Qualification:
- Educational Background: Bachelor’s degree in Engineering, Business, Finance or a related field with strong technical and industry knowledge. A Master’s degree or relevant professional certifications in RAN Network (I,e RAN, Core, Transport) will be an additional advantage.
- Experience: 5-7 years of experience in Procurement, Sourcing, or a related field such as telecommunication or IT (Planning, Deployment, Operation). Experience in the telecommunications industry is preferred, with at least 3 years in a managerial or lead role
- Integrity: Demonstrates high standards of personal and professional integrity.
- Analytical Skills: Strong analytical capabilities with both qualitative and quantitative expertise.
- Critical Thinking: Ability to apply logic and reasoning to evaluate and identify strengths and weaknesses in alternative solutions, conclusions, or approaches to problems.
- Team Collaboration: Proven ability to work effectively with stakeholders, management, and suppliers, maintaining a collaborative attitude and strong work ethics.
Related Experience:
Finance, legal and Project Management related experience are additional advantage
Skills:
- In-depth understanding of technical products, services, and solutions, with the ability to manage the procurement of complex technical components.
- Experience with managing suppliers for high-tech or specialized equipment, understanding technical specifications, and assessing technical proposals
- Strong interpersonal communication, negotiation skills and analysis
- Knowledge of procurement software application (e.g., Coupa, SAP, Oracle Procurement, etc.), and proficiency in MS Office (MS Excel, Word, Power Point)
- Excellent written and verbal communication skills in both Bahasa Indonesia and English, with the ability to present and articulate arguments clearly and confidently.
