Job Description

The Australian Government, through the Australia-Indonesia Partnership for Health Transformation, will invest up to A$130 million over eight years to advance Indonesia's human and animal health priorities. Operating at both national and subnational levels, the program focuses on delivering strategic advice on policy, governance, and health service delivery, especially in areas where Australia's expertise offers unique value. Building on the Australia-Indonesia Partnership for Health Security (AIHSP), aims to enhance health security by supporting human and animal health systems and renewing efforts in primary health care, focusing on maternal and child health through critical life stages.

One of the program's key priorities is health emergency preparedness and response, supporting climate-informed outbreak risk assessments, scenario planning, and improving public health laboratories and emergency operations centres. The program also addresses gaps in veterinary services, supporting integrated public health and animal health interventions. The program will establish a health emergency response mechanism capable of managing significant pass-through funding, build partnerships between public and research sectors in both countries, and integrate gender equality, disability, and climate adaptation objectives across its initiatives.

Candidate Specification

Skills and Experience:

  • Proven experience in managing health emergencies in Indonesia, including developing response plans, risk assessment, and rapid deployment in the context of infectious diseases, epidemics, or pandemics.
  • Experience in leading emergency response programs, including coordinating across stakeholders, managing donor-funded projects, and making strategic decisions regarding resource allocation.
  • Strong knowledge of public health issues, particularly in infectious disease control and malnutrition, with the ability to apply these concepts to emergency situations.
  • Experience in managing data for disease surveillance, case management, and standardization, ensuring effective information flow and decision-making during emergencies.
  • Demonstrated ability to work across sectors, integrating human, animal, and environmental health considerations into emergency response strategies. Experience in animal health is highly advantageous.
  • Proven capability to deploy personnel, oversee logistics, and manage supply chains under challenging and high-pressure emergency conditions.
  • Familiarity with managing and reporting on grants from international donors, including navigating complexities around funding decisions and resource mobilization.
  • Working knowledge of Bahasa desirable.

Qualifications

  • Advanced Degree in Public Health, Epidemiology, Health Management, Emergency Management, or a related discipline.
  • At least 5-7 years of experience in emergency response, public health programs, or health system strengthening, with significant exposure to managing large-scale emergencies.
  • Certifications in Disaster Risk Reduction (DRR), Emergency Preparedness, or related areas or a clinical background are highly desirable.
  • Experience working with international donors or multilateral organizations, such as DFAT, WHO, or other relevant agencies.
  • Strong interpersonal and communication skills, with demonstrated success in multi-stakeholder coordination and technical leadership in a culturally diverse setting.

Job Profile

The Emergency Response and Resilience Specialist will lead efforts to enhance health emergency preparedness and response within the program. This role involves coordinating the development and implementation of emergency response strategies, providing expert guidance on managing outbreaks of diseases of epidemic or pandemic potential, and ensuring rapid deployment of personnel and procurement of essential health commodities.

Key Responsibilities Include

  • Conducting health emergency risk assessments to identify potential threats and vulnerabilities.
  • Developing and managing preparedness and response plans for major health emergencies, including epidemic and pandemic situations.
  • Overseeing and supporting the deployment of emergency response teams and ensuring effective use of available resources.
  • Coordinating with stakeholders including government agencies, NGOs, and international donors to align emergency response strategies.
  • Providing technical expertise in managing health outcomes related to nutrition, infectious diseases, and the intersection of climate change and health.
  • Ensuring strong data management and disease surveillance systems are in place, enabling timely reporting and response to health emergencies.
  • Leading efforts for rapid commodity procurement and ensuring that logistical support is effective and timely during health emergencies.
  • Collaborating with specialists in animal health and other relevant sectors to ensure a comprehensive One Health approach.
