The Program Director is a strategic and critical post to ensure that Plan Indonesia’s achieve its ambition towards operational and programmatic excellence, by ensuring that Plan Indonesia’s program and influencing works meets the KPIs for project and program delivery. The Director is expected to provide strategic direction to all program teams to work in an integrated and collaborative manner, and to promote good partnership with key stakeholders, including local CSOs and youth groups.

The post holder will also play an instrumental role, together with other director(s) in ensuring the development of coherent, integrated and quality programs which address the root causes of injustice, inequality and exclusion, either in development or humanitarian context.

Accountabilities For The Role

Quality Delivery and Reporting

  • Ensuring all thematic program ambitions in CS5 are achieved through quality projects implementation aiming at sustainable results
  • Provides oversight to ensure that all projects under each Programme meet the KPI as set by Plan International and donors’ standards and compliance.
  • Provides direction and support to the Program team for high quality programme delivery including monitoring, evaluation and exit strategy / phase out is set up properly.
  • Ensures adherence to Plan Indonesia’s rules and regulations on financial, procurement and administrative processes
  • Provides advice and support for Project Management Unit to maintain good relationship and communications with grant donors and other Plan offices related with Grants Projects and Sponsorship, as well as with local implementing partners, including youth groups.
  • Provide strategic directions and decisions to humanitarian resilience team to ensure the design and implementation of preparedness and response create significant changes and increase positioning of Plan on humanitarian actors and donors
  • Provides direction and oversight on high quality programme reports and impact stories publications through effective works of programme support unit.

Strategic Direction and Oversight of Sponsorship Program Management

  • Ensures that Plan Indonesia’s Sponsorship Programme commitment and SC well-being including local sponsorship and community sponsorship are fulfilled and continues to produce high quality and timely reporting.
  • Ensure that Plan’s Commitment which also include localised SC data backup system and SC wellbeing gap monitoring is well updated and monitored.
  • Ensure that both Global and Local Sponsorship Journey is well monitored.
  • Ensures that YPII abide with Global Program Units/Implementation Area Phase In/Out procedures.

Program Development and Impact measurement

  • Promotes collaboration with other department to ensure proposal or concept development are designed in strong alignment / contribution to Country Strategy 5 ambitions, meet our capacity and relevant with local context.
  • Coordinates with the Head of Impact to promote engagement of programme team in impact measurement through the establishment of frameworks for tracking and analyzing the project impact.
  • Champion the adoption of the Knowledge Management (KM) system within programme teams and encourage the integration of KM practices to enhance learning across projects.

High-performing, adaptable, and innovative Program Team

  • The team feels engaged and clear about the vision for the work of YPII ensuring that each member of the team fully understands the outcomes which are expected of them and that they are aware of the success criteria relating to their work.
  • Individual and team work planned and organized in a way that aims towards the achievement of Country and Programme Strategies and project objectives and targets in the most cost-effective manner possible.
  • Team members are supported and support each other in a manner that enables them to give their best e.g., by encouraging and praising good performance, coaching, assisting staff to resolve performance problems, and providing resources, tools, and equipment.
  • Performance of team members monitored and reviewed, in particular, holding staff accountable for meeting the success criteria and delivering any improvement goals that have been identified; giving corrective feedback where required and taking decisive action in the case of unsatisfactory performance.
  • Plan’s values, principles, and practices and commitment towards child rights and child protection, and relevant mainstreaming activities considered and applied by all team members to achieve organizational outcomes.
  • Team members adequately trained and developed for their roles e.g., by analysing staff training needs, organizing the delivery of training or coaching, and coordinating the sharing of experience.
  • Team members feel that they are part of an inclusive environment that promotes equality and freedom of expression.
  • Team members feel that their wellbeing is considered and looked after, and where team and individual occupational risks are assessed and mitigated.
  • Team members have the opportunity to be creative and innovative with a view to create a better and lasting impact.

Providing effective leadership and decision making, as part of the Country Leadership Team

  • Acts as a part of the leadership team in ensuring good stewardship of financial and non-financial resources to achieve the Plan’s mandate.
  • Active participation in CLT meetings, contributing significantly to decisions on policy and strategic direction. Participation is open, cooperative, proactive, and productive.
  • Plays a key role in ensuring that the Governing Board is well-informed on the status and progress of Plan Indonesia’s program, and hence can make strategic decisions and inputs.
  • Provides support to other team members across the organization to achieve organizational outcomes.
  • Sharing lesson learned in the organization and facilitate regular dialogue between programs and other teams
  • Represent Plan Indonesia in relevant fora, or upon request of the Executive Director.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Social Inclusion (GESI)

  • Understands and puts into practice the responsibilities under Safeguarding and GESI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
  • Ensures that Program staff are properly inducted on and understands their role in upholding Plan International’s safeguarding and GESI policies.
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work of Programme team.
  • Ensures that Plan Indonesia contributes to Plan International’s global efforts to ensure safeguarding and GESI, including making sure that relevant reporting and data are submitted.

Requirements For The Role

  • Master’s degree in development studies or other relevant subjects;
  • Minimum 15 years of working experiences in development sector with last 10 years in Senior Management position in complex and large programme department or leading development organisations.
  • Having substantial experience in managing multi projects or big project, including skills in budget management, monitoring and evaluation and quality project reporting.
  • Proven experiences in building and managing strategic relationships with a wide range of stakeholders, from NGOs partners, donors, government to private sector.
  • Demonstrated knowledge of programme design and planning as well as M&E
  • Good understanding of gender transformative approach, gender and inclusion, and child rights.
  • Experience in working on advocacy and influencing
  • Good track record in building, managing and leading a large team
  • Understanding of Indonesia Government policies, laws, and institutions in gender equality, and youth empowerment sector/field.
  • Fluency in English and Bahasa Indonesia (written and verbal)

Location: Typical office environment in Jakarta, hybrid working arrangement with at least 3 days in a week working at office, frequent travels to the field and infrequent regional / international travel.

Type of Role: 1-year Fixed term contract (PKWT) with the possibility for other years of contract extension
