Project Description

The Ministry of Marine Affairs and Fisheries, Republic of Indonesia and USAID Indonesia have signed a Grant Implementation Agreement (GIA) dated February 16, 2021. One of the agreed activities is the implementation of the five-year USAID - Bersama Kelola Perikanan (USAID Ber-IKAN) Project from July 4, 2022, to July 3, 2027. The project is designed to advance Indonesia's capacity to protect marine biodiversity through improved sustainable and equitable fisheries management.

These objectives are achieved through 4 (four) project objectives as follows:

  • Increased adoption and compliance of evidence-based fisheries policies for superior fisheries;
  • Strengthening small-scale fisheries governance.
  • Increased market-based and government incentives for sustainable fishery products;
  • Increased protection of ETP marine species affected by fishing practices.


Among others, the expected final results include the following.

  • At least 5 million hectares of superior fisheries are biologically significant, better managed and climate resilient.
  • 5,000 people have increased economic benefits due to improved management of superior fisheries.
  • At least 5 leading fisheries targets can be managed sustainably through the implementation of a harvest strategy.


USAID Ber-IKAN and the Ministry of Marine Affairs and Fisheries conduct a program supporting gender equity in 8 provinces including Central Sulawesi, Gorontalo, Maluku, North Maluku, North Sulawesi, Riau Islands, West Kalimantan, and West Papua. The USAID Ber-IKAN gender program builds capacity among selected individuals to serve as leaders in their community to organize gender-focused activities, participate in technical mentoring activities on gender-related issues, and organize and support community group formation and management. These groups are expected to promote gender equality and social inclusion for sustainable fisheries. Women play significant roles in Indonesia's fisheries sector by participating in various activities such as fishing, processing, selling and marketing of fish and marine products. Women make up a large percentage of the people employed in fish processing companies.

However, women still face challenges including lack of information about assistance programs, obstacles to participation in government fisher assistance programs, lack of capacity building opportunities, and lack of access to capital supporting for economic development opportunities. During USAID Ber-IKAN Gender Equality, Disability and Social Inclusion (GEDSI) activities, USAID Ber-IKAN staff gathered information on intersectional issues that affect the lives of women, youth and indigenous communities in USAID Ber-IKAN’s 8 (eight) assisted provinces. USAID Ber-IKAN recently highlighted this information in the National Conference on Implementation of Gender Equality and Social Inclusion in Sustainable Fisheries. The event also saw the Launching of the Ministry of Marine and Fisheries’ new logo for Gender Mainstreaming.

As the follow up to the national conference, USAID Ber-IKAN will facilitate further synergy among interested parties, NGOs, and government organizations with an ultimate goal of aligning and expanding budget allocations for gender initiatives led by Government of Indonesia organizations. The Ministry of Marine Affairs and Fisheries (MMAF) Planning Bureau has asked USAID Ber-IKAN support on the development of a Gender Mainstreaming Road Map for 2025-2029.

DT Global, as a subcontractor for the USAID Ber-IKAN project, is currently searching for a skilled Gender Equality and Social Inclusion (GESI) Specialist to join the team project team. The selected candidate will work closely with the USAID Ber-IKAN Gender Advisor and representatives from the Ministry of Marine Affairs and Fisheries in developing the Gender Mainstreaming Road Map, the implementation of pilot activities under the road map, and supporting the formation of a gender hub that serves as a focal point for discussing and promoting gender actions. Additionally, the successful candidate will collaborate with other relevant stakeholders to ensure synergy and effective collaboration, cooperation, and coordination. The GESI Specialist will work under the supervision of the USAID Ber-IKAN GESI Advisor under the overall direction of the USAID Ber-IKAN Chief of Party and will conduct GESI activities in USAID Ber-IKAN target sites as per the project's requirements.

Responsibilities/Essential Functions

Objective and Activities

  • S upport development of the Ministry of Marine Affairs and Fisheries (MMAF) Gender Mainstreaming Road Map
  • USAID Ber-IKAN will support MMAF on the gender mainstreaming roadmap by facilitating a series of focus group discussions (FGDs). The FGDs will focus on preparation, goals, and objectives of the Ministry of Marine Affairs and Fisheries as per Regulation of the Minister of Marine Affairs and Fisheries Number 43 of 2023 concerning Guidelines for the Implementation of Gender Mainstreaming in the Ministry of Marine Affairs and Fisheries. This will include supporting ministry staff to identify requirements for success, activities, targets, and deliverables, timelines, resources required including budget allocations, and roles and responsibilities of various ministry directorate generals. The GESI specialist will work closely with USAID Ber-IKAN GESI Advisor to consolidate FGD results, develop drafts of the road map, and coordinate with MMAF and USAID Ber-IKAN for final approval.
  • Support the implementation of pilot activities under the MMAF Gender Mainstreaming Road Map
  • Implementation of pilot activities under Gender Mainstreaming Road Map working closely with the GESI Advisor under the direction of the USAID Ber-IKAN Chief of Party and in close alignment with the Ministry of Marine Affairs of Fisheries and provincial departments of fisheries and marine affairs. The successful candidate will support delivery of at least one of the agreed activities, Gender Equality Training of Trainer (ToT). Activities may include but are not limited to the following.
  • Delivery of gender equality sessions supporting community-based fisheries monitoring and surveillance training
  • Support development of materials on gender equality aspects to be incorporated to government policies
  • Delivery of gender equity training related to fisher identification cards (KUSUKA)
  • Delivery training on gender equity and gender sensitivity in the workplace
  • Support gender equity in protecting endangered, threatened, and protected (ETP) species
  • Ensure synergy and collaboration among relevant stakeholders in the formation of a new GEDSI Hub
  • Work with the USAID Ber-IKAN GESI Advisor and Communications and Behavior Change Specialist to design and deliver awareness raising materials and activities. The GESI Specialist will work closely with the GESI Advisor to conduct gender mainstreaming activities across objectives 1-4, Monitoring Evaluation, Grant, and Communication.


QUALIFICATIONS:

The USAID Ber-IKAN is seeking an individual staff, which can demonstrate:

  • Bachelor’s degree in social science (gender studies is an advantage)
  • At least 10 years’ experience in conducting GEDSI programs including GEDSI program design, roadmap development and implementation, and delivering training and advocacy
  • Experience working with or in women’s organizations
  • Strong knowledge and skills in collaborative gender sensitive governance of natural resources, especially sustainable fisheries management
  • Strong communication skills including fluency in English speaking and writing
  • Ability to work independently as well as an effective team member

The location for this position is Jakarta, Indonesia with travel to USAID Ber-IKAN working areas.
