UNDP Indonesia has a complex and challenging Country Programme covering a wide range of environment related issues, including climate change mitigation and adaptation, environmental governance and natural resource management, pollution, protecting biodiversity, renewable energies and waste management. The Programme also pursues linkages with other projects and programmes addressing issues such as disaster risk reduction, poverty eradication and inequalities under the framework of Sustainable Development Goals.

The UNSDCF and current UNDP Country Programme Documents (CPD) are designed in full alignment with the 2030 agenda, The strategic priorities of UNDP Indonesia for the next five-years are encapsulated under four outcome areas: 1) Inclusive Human Development; 2) Economic Transformation, 3) Resilience to Climate Change and Disasters, and 4) Innovations for accelerating the achievement of the SDGs. These are expected to be updated and revised as the Country Office enters its new programming cycle from 1 January 2026.

Within the Country Office (CO), the Programme team has a responsibility of developing, providing oversight, and ensuring adherence to the quality standards of UNDP’s projects and programmes in full alignment with the priorities set out in the CPD and UNSDCF. Programme staff provide high level advice on programming, technical issues covered under the CPD, advocate for UNDP Corporate messages and engage partners including governments, private sector, development partners, civil society organizations, UNDP corporate bodies including regional and Headquarters to coordinate and catalyze knowledge, lessons learning and partnerships to design effective and innovative programmes. Programme team further oversees effective implementation of the country programme and its outcomes and strategic direction of UNDP, contribution to UN cooperation framework. The team further ensures that quality principles as per the UNDP policies and guidelines are adhered to during the entire cycle of programming and across management of portfolios. Strategic partnerships support resource mobilization and identify strategic programme areas of cooperation for new initiatives, including joint programming opportunities. Programme team is responsible to maintain effective partnerships with relevant development partners and government, UN Agencies, IFIs, government institutions, bilateral and multilateral donors, private sector, and civil society in the designated support areas.

The Technical Coordinator CNE supports the Team Leader for Climate, Nature, Energy & Environment (CNE) in overall strategic planning, delivery and programme formulation, partnership building, knowledge management and UN coordination functions in the area of Climate, Nature, Energy & Environment, while ensuring consistency with UNSDCFUNSDCF/CPD priorities and creative responses to emerging challenges and opportunities.

With the broad scope of the CNE for UNDP Indonesia, the Technical Coordinator plays a crucial role in supporting overall review of CNE related projects. This position will offer expert advice and guidance to team members, particularly on resource mobilization and positioning UNDP in new sectors related to CNE. The technical coordinator will work closely with the Team Leader to ensure strategic alignment, create synergies between different portfolios, and simplify processes for effective delivery.

The Technical Coordinator will be responsible for offering substantive input during the phases of programme formulation, delivery, monitoring, and evaluation. Additionally, the role involves directly supervising personnel, including international staff assigned to development projects, to foster cohesive and effective team dynamics. The Technical Coordinator will also lead knowledge development efforts, leveraging UNDP Indonesia's extensive experience, and will play a key role in guiding the creation of communication materials to effectively highlight the programme's achievements and impact. He/she will be expected to actively support knowledge development based on the vast experience of UNDP Indonesia has accumulated and will also guide the development of effective communication materials in coordination with communication team.

Duties And Responsibilities

Under the guidance of the Deputy Resident Representative (DRR) and technical guidance of team Leader CNE, the Technical Coordinator CNE will work in close collaboration with the Team Leader for CNE to support work of the team in coordination with UNDP HQs staff, UNDP regional centre staff and experts, government officials, technical advisors and experts nationally and internationally, multi-lateral and bilateral donors, civil society and private sector to successfully implement the UNDP mission and programmes in CNE .

Advising And Supporting The Team Leader In Providing Effective Technical Coordination For The CNE Portfolio, With a Focus On The Following

  • Support the team leader to provide technical guidance for UNDP programme activities in the CNE areas and supervise personnel as assigned by team leader.
  • Creation and expansion of strategic partnerships and support to resource mobilization in all areas related to CNE.
  • Provision of top-quality policy advice services to the Government and facilitation of knowledge building and management as well support advocacy of UNDP and its programme.


Ensure effective technical coordination for the implementation of the CNE portfolio, with a focus on the following:

  • Ensures accountability, quality control of CNE related projects through the provision of technical advice, including coordination across agencies and with other programmes as the operating context evolves.
  • Provision of technical coordinator among the CNE team and support to the team leader on the annual work planning, monitoring, evaluation and reporting of assigned portfolio in line with requirements
  • Facilitates and quality assures the project documentation prior to final approval by the Senior Management and ensures proper document management and update in the corporate systems and regional platforms (Quantum, Quantum+ and others).
  • Ensures implementation of the Harmonized Approach to Cash Transfer (HACT) framework covering micro assessments, assurance plans and assurance activities; carries out programme/monitoring visits, ensuring appropriate remedial actions are implemented, as needed, in accordance with UNDP Financial Rules and Regulations and HACT policies.
  • Provision of technical advisory support in the implementation of risk-management and anti-fraud mechanisms, tracking of financial resources, and provides support in addressing gaps or applying corrective measures in accordance with UNDP rules and regulations.
  • Performs clearance measures (incl. tracking of NIM advances/reimbursements, liquidation of NIM advances, clearance of Funding Authorization and Certificate of Expenditure (FACE) forms, escalating and advising the CO Management on timely remedial actions required).
  • Facilitates assessment of barriers and opportunities to enable private sector engagement and participation and quality assures all required capacity and risk assessments, including private sector due diligence.
  • Ensures compliance with the CO cost-recovery strategy for delivery enabling services (DES) provided to programmes and projects, in close collaboration with the Operations Manager and support team.


Ensure effective partnership development, resource mobilization, and the delivery of high-quality, timely reporting, with a focus on the following:

  • Supporting team leader to identify and lead on specific strategic opportunities and leads engagement on potential joint programming with other UN agencies and entities.
  • Assist team leader in the development and implementation of CO partnerships and resource mobilization strategies to achieve country programme outcomes related to CNE.
  • Supporting team leader in managing an effective pipeline development as well predictable funding mechanisms on CNE related initiatives.
  • Maintains strong partnerships with relevant development partners and government, UN agencies, IFIs, government institutions, bilateral and multilateral donors, private sector, and civil society in the designated support areas.
  • Supporting team leader to develop new project concepts, project documents and financing agreements in line with UNDP corporate rules and procedures, and quality standards.
  • Ensures the preparation of analysis and research of information on partners, donor profiles, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing and initiation of new projects, active contribution to the overall CO efforts in resource mobilization.
  • Supporting team leader and team in development of strategies for government cost-sharing, in engagement, networking and mobilization of experts of the international development community, government partners, UN agencies, and prominent think tanks in the areas of responsibility.
  • Supporting team leader for quality and timely donor reporting and adherence to the conditions and requirements of partnership agreements.


Provide top-quality advisory services and facilitate effective knowledge management, with focus on the following:

  • Integrates evaluation findings, real-time monitoring data, and applied learning to adaptive project management and policy advisory work.
  • Maintains effective network with development partners and Government at the national level and sub-national level and where necessary links up with the corporate Global Policy Network of UNDP and other international development actors
  • Provides sound and proactive contributions on key environment issues to corporate, regional and CO events, knowledge networks and communities of practice.
  • Writes and communicates on best practices and lessons learned linked to programme and policy goals.
  • Facilitates knowledge building and management especially between the programme and projects and facilitates trainings for the UNDP staff and personnel and national counterparts on relevant programme issues.

Education

Required Skills and Experience

  • An advanced university degree (Master’s degree or equivalent) in Development Economics, Environmental Science, Environmental Economics, Natural Resources Management, Climate Change, International Development, or related field is required, or
  • A first-level university degree (bachelor’s degree) in the above-mentioned fields in combination with additional 2 years of qualifying experience will be given due consideration in lieu of master’s degree.


Experience

  • Minimum 7 years (with master’s degree) or 9 years (with bachelor’s degree) of relevant working experience at the national or international level in providing policy and/or management advisory services on CNE.
  • Managerial experience in a supervisory role for at least 5 years is an asset.
  • Experience in the usage of computers and office software packages, experience in handling web-based management systems.
  • Demonstrated ability to communicate effectively with individuals of varying backgrounds. (especially when engaging with local stakeholders)
  • At least 2 years of the above experience should be in providing oversight and advisory services to multiple complex development projects in the area of nature, climate change, energy, development/climate financing or disaster risk reduction will be an advantage.
  • Extensive knowledge of the environment/climate vertical funds such as the Global Environment Facility, Green Climate Fund and proven experience of engaging with them is a distinct advantage.
  • Demonstrated experience and understanding of policy development processes is an advantage.
  • Excellent presentation and communication skills, including the ability to convey complex concepts into accessible and strategic messaging.
  • Demonstrated experience providing technical support to project implementation in a developing country is required. Work experience in Indonesia is an advantage.
  • Prior experience in a UN Agency and/or international organizations is an advantage.
  • Experience working in multi-national teams to implement programmes involving different funding and implementing agencies is desirable.
  • Experience working with, negotiating, and coordinating with high-ranking and senior officials is an asset.


Required Languages

  • Fluency in English is required.
  • Working knowledge of other UN language would be an asset.
  • Knowledge of Bahasa Indonesia is an advantage.
