Program Background

The Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) is a 10-year facility supported by the Australian Government and implemented by DT Global . KIAT’s overarching goal is to support ‘sustainable and inclusive economic growth through improved access to infrastructure for all people’. To support this goal, KIAT works with the Government of Indonesia (GoI), Government of Australia, the private sector, Multilateral Development Banks (MDB) and other development partners, as well as civil society to help achieve the following outcomes:

  • Improved GoI policy and regulatory framework for infrastructure development
  • High quality projects prepared and financed by GoI, the private sector and / or MDBs
  • High quality infrastructure delivery, management, and maintenance by GoI
  • Infrastructure policies, design and delivery are more inclusive for women and people with disabilities
  • Improved policy, planning and design results in lower-emission, more climate-resilient infrastructure


The focus of KIAT is on the following areas: Water and Sanitation; Transport; Gender Equality, Disability, and Social Inclusion (GEDSI); and Infrastructure Funding and Financing. KIAT is also expanding its infrastructure activities in the areas of climate change, urbanisation, and private sector participation.

The Role

KIAT has in place a multi-year multi-project preparation facility to support high-quality project preparation for up to 6 PPP projects. The PPP projects could be from infrastructure sectors including toll road, bridges, airport, seaport, water, sanitation, renewable energy, energy savings, energy transition, and ICT sectors. The facility supports preparation of Greenfield projects, Brownfield expansion, asset monetisation, and investment platform projects. The facility supports development of a Full Business Case (FBC), readiness documents, transaction structuring and documentation, public consultations, market sounding, and capacity building. The project preparation supports mainstreaming climate change considerations through climate change and disaster risk assessment to inform adoption of appropriate risk management mechanisms, development of climate resilient project design to facilitate access to green and climate financing, and measurement of potential Greenhouse Gas (GHG) emissions to inform incorporating appropriate GHG emission reduction measures in project design and implementation. The project preparation also supports mainstreaming GEDSI considerations through inclusive public consultations as a part of the Environmental and Social Impact Assessment (ESIA) to inform measures to be included in the Environmental and Social Management Plan to safeguard the interests of women, persons with disability and vulnerable groups through informed project design and implementation.

The project pipeline to be supported through KIAT’s Project Preparation Facility is developed based on a project screening process which assesses the PPP suitability, climate change and disaster risk (CCDR) exposure, and the GEDSI integration potential of projects. The screening process uses a project screening tool which assesses projects based on the infrastructure service need being met, the project options available to meet the service need, the selection of the most suitable project option, the alignment of the project with government’s national development and sector-specific priorities, pre-feasibility analysis, risk assessment, assessment of government’s institutional capacity and fiscal affordability to deliver the project, and the private investors’ and lenders investment considerations and terms of financing. The tool also assesses the exposure and sensitivity of projects to climate and geological hazards, transition risks, adaptation planning requirements, and potential to mainstream GEDSI considerations.

KIAT is strengthening the available resources to support effective management of the Project Preparation Facility sub-contractor, expedite the delivery of project preparation, and ensure high-quality project preparation through review and enhanced quality control by in-house subject matter experts. KIAT intends to mobilise a Lead Adviser (Infrastructure Funding and Financing) to fulfil these responsibilities. The adviser would support KIAT for (i) conceptualising and screening projects for the Project Preparation Facility i; (ii) providing review and quality enhancement inputs for projects being prepared through the Project Preparation Facility; (iii) financial due diligence, risk assessment, and project structuring analysis; (iv) designing specific financing instruments and facilities for catalysing investment in Indonesia’s infrastructure sector; (v) tracking investment opportunities and deals in the pipelines of GOI entities, other donors and MDBs, national investors, lenders, green and climate financiers to identify entry points and opportunities for collaboration(vi) providing discreet policy and sector research support for sectors and areas of emerging interest including renewable energy, energy transition and related infrastructure development, capital and financial markets.

Suitable applicants may also be considered for inclusion on KIAT’s Performance STA Panel for assignments in 2025 and 2026.

About You

Essential

  • Post-graduate (Masters) degree in finance, economics, business administration, law, or other related fields.
  • At least ten (10) years of experience in planning, preparation (OBC/FBC/Pre-FS), procurement, and/ or management of infrastructure PPP or private investment projects.
  • A strong technical background and understanding of the infrastructure sector in Indonesia, particularly infrastructure financing modalities.
  • Demonstrated experience of working on PPP or private investment projects in Indonesia and knowledge of the Indonesian PPP institutional, policy, and legal and regulatory framework.
  • Understanding of private investment and financing structures, innovative financing products and instruments which could be used for financing PPP projects, capital market operations, and public finance/ budgeting for infrastructure projects.
  • Experience of designing financing facilities and instruments to catalyse private infrastructure investments in emerging markets.
  • Fluency in verbal and written English. Understanding of Indonesia Bahasa would be an advantage.
  • Ability to communicate with a wide range of stakeholders from diverse backgrounds including people with disabilities.
  • Knowledge and understanding of the different needs of different stakeholders such as women, the elderly, people with disabilities and others with special mobility needs.

Remuneration

Based on DFAT standard ARF rates. Successful Indonesian nationals will be engaged under a local contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
