Our current portfolio in Indonesia includes work to support healthcare providers and communities in preventing and responding to communicable and non-communicable diseases, advance digital health innovation, and address global health security priorities.

PATH seeks a District Coordinator based in Surabaya Municipality, East Java Province, who will work under the “PHC Transformation Cadre Integration Project”. The project is designed to take a gender-intentional approach to improve/strengthen the cadre competency in implementing integrated primary health care and to design digital support tools and a telehealth prototype connecting community clients, cadres and Puskesmas.

The District Coordinator will manage day-to-day project activities, coordinate and oversee the timely implementation of the work plan, and coordinate with project partners and stakeholders to facilitate the timely and effective implementation of project activities at the district level. Key responsibilities include:

Responsibilities:

  • Proactively oversee, coordinate, implement and monitor the district project implementation in close coordination with the Project Coordinator and related National Officers, including holding weekly meetings and documenting their progress against set deliverables. Provide feedback on this progress as part of weekly project updates.
  • Facilitate the development of district quarterly project workplans and coordinate with the Project Coordinator and senior advisors in developing the quarterly budget for district activities.
  • Share weekly progress updates with the Project Coordinator, officers and senior advisors at the national level.
  • Oversee the implementation of the design and evaluation of the community PHC transformation model implemented through this project.
  • Partner closely with the Provincial Health Office, District Health Office, and other related government offices in implementing and monitoring the project.
  • Represent the project by attending regular PHC-related meetings and taking and sharing notes on key outcomes with the Project Coordinator and senior management team.
  • Prepare project technical documents, presentations, and reports.
  • Anticipate and flag any potential challenges to project implementation and inform the Project Coordinator, officers and senior advisors at the national level well in advance.
  • Facilitate annual review and planning workshops/meetings with project partners.
  • Actively participate in project results dissemination through meetings, conferences, webinars, roundtables, publications, etc.
  • Coordinate with the district-level Monitoring Evaluation & Learning Officer, Program Officer and Finance/Administrative Officer on project district-level activities and data analysis.
  • Support the district project team in developing terms of reference, scopes of work, and other technical documents.
  • Contribute to donor reports/presentations.
  • Contribute to the development of the project work plan and project budget.
  • Perform other tasks as required.

Required Experiences and Skills:

  • Master/bachelor’s degree with a minimum of five years of job-related experience in public health, health sciences, medicine, and gender
  • Strong understanding of the primary health care health system in Indonesia, including knowledge of the community health system
  • General understanding of the budget planning process of the local government
  • General understanding of the advocacy process through the Provincial Health Office, District Health Office, Primary Health Care, and local government with a good understanding of the local context
  • Demonstrated leadership, project implementation, and management skills across effective implementation approaches.
  • Experience working with various PHC stakeholders in Indonesia, including government, local partners, donors and CSOs.
  • Excellent organizational skills and ability to successfully manage competing priorities and meet deadlines.
  • Capacity to work independently and collaboratively in a teamwork environment with solid interpersonal and verbal communication skills.
  • Field-oriented and comfortable with a team approach to programming
  • Excellent judgment, strategic thinking, and strong initiative
  • English language fluency required.
  • Solid knowledge of Microsoft Office Suite (Excel, Word, PowerPoint, Outlook)
