Program Background

The Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) is a 10-year facility supported by the Australian Government and implemented by DT Global . KIAT’s overarching goal is to support ‘sustainable and inclusive economic growth through improved access to infrastructure for all people’. To support this goal, KIAT works with the Government of Indonesia (GoI), Government of Australia, the private sector, Multilateral Development Banks (MDB) and other development partners, as well as civil society to help achieve the following outcomes:

  • Improved GoI policy and regulatory framework for infrastructure development
  • High quality projects prepared and financed by GoI, the private sector and / or MDBs
  • High quality infrastructure delivery, management, and maintenance by GoI
  • Infrastructure policies, design and delivery are more inclusive for women and people with disabilities
  • Improved policy, planning and design results in lower-emission, more climate-resilient infrastructure


The focus of KIAT is on the following areas: Water and Sanitation; Transport; Gender Equality, Disability, and Social Inclusion (GEDSI); and Infrastructure Funding and Financing. KIAT is also expanding its infrastructure activities in the areas of climate change, urbanisation, and private sector participation.

The Role

The position(s) will provide technical and specialist support to KIAT and/or KIAT’s partners in a responsive and timely manner, over both short-term and longer-term assignments. The candidates will apply outstanding technical knowledge to complex and strategic infrastructure policy challenges in Indonesia and ensure high quality performance of supported activities.

A Short-Term Technical Assistance (STA) Panel (referred to as the Panel) will provide KIAT access to a range of pre-qualified specialists to undertake technical assistance work as the need arises. Successful applicants will be engaged on the Panel via an umbrella agreement (known as a Deed of Standing Offer (DSO)) and will then be issued Service Orders (SO) as bodies of work are identified and agreed.

Essential

About You

  • Tertiary qualifications in economics, public policy, public finance, engineering / infrastructure, business-related field, law or other relevant discipline.
  • Minimum of 10 years of professional experience in the policy areas, public finance, or infrastructure sector, with experience relevant to an international development context.
  • Demonstrated experience in the design, implementation or evaluation of technical advisory projects relevant to Indonesia’s infrastructure strategic policy reform.
  • Strong analytical skills and the ability to summarise disparate information in a clear and concise manner.
  • Excellent verbal and written communication skills in English (with Bahasa Indonesia desirable) and demonstrated experience in briefing and working closely with senior government officials in a donor context.
  • Ability to work independently to efficiently meet deadlines.
  • Knowledge and understanding of the different needs of different stakeholders such as women, the elderly, people with disabilities and others with special mobility needs, and the ability to communicate with stakeholders from diverse backgrounds.


Preferred

  • Demonstrable knowledge and understanding of infrastructure sector.
  • Prior experience in Indonesia.

Remuneration

Based on DFAT standard ARF rates for the relevant assignment. Successful Indonesian nationals will be engaged under a local contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
