Role Purpose

Conduct investigation on alleged misconduct or improper activities within IOH through preliminary verification on whistleblowing report, communicate investigation results and monitor the implementation of investigation’s action plan. Carry out Complex projects in the internal audit, compliance audit, investigations, and advisory on the technical domain of telecommunications. In addition, the role provides inputs to the annual internal Audit Plan preparation and contributes significantly to the follow-up audit with management.

Governance

  • Develop whistleblowing framework and policy for IOH in accordance to enterprise risk management framework and fraud risk assessment matrix.
  • Communicate and socialize whistleblowing policy to the entire IOH stakeholder through certain communication channel, platform or program.
  • Review of company policies related to whistleblowing and provide feedback

Annual Plan

Contribute to development of audit annual plan particularly on prepare and aligning whistleblowing framework and policy in accordance to updated audit plan and universe.

Update Audit Universe, Risk Assessment, and IA Plan

Preliminary Verification

Conduct preliminary verification on whistleblowing report and collaborate with CIAO to communicate all the verified claims to Audit Committee (AC) to obtain decision on next action plan of investigation.

Investigation

  • Lead and oversee investigations into various matters such as fraud, misconduct, or other violations of policies and regulations.
  • Perform forensic and investigative audits with minimum supervision and able to identify fraud risks in the areas of concern, as well as develop investigation procedures independently.
  • Manage projects and investigators in various fraud, misconduct and compliance assignments.
  • Lead and execute Digital forensic proceduresusing standard digital forensic tools.
  • Managed and oversaw Fraud Risk Assessment including leading the business owners and assurance providers in identifying and assessing potential fraud risks in respective business processes.
  • Execute anti-bribery investigations and compliance reviews regarding relevant anti-bribery laws/standards (FCPA, UK ABAC, ISO 37001) and manage anti-bribery awareness programs.
  • Collaborate with CIAO to developing investigation report with proper justification based on audit standard, principle and mechanism prior to communicate to AC.

Investigation Documentation and Inventory Processes

Oversee end-to-end documentation and inventory process of investigation case in order to ensure all investigation activities, cases, report are well-recorded within audit management system (e.g., TeamMate)

Investigation Action Plan

Develop investigation action plan based on investigation report and decision from AC prior to coordinate and communicate to related stakeholders in order to execute appropriate action/sanction.

Follow up

Coordinate and follow up with other related functions such as Industrial Relationships as well as Legal Team on IA recommendation of action and/or sanction from Management.

Representative to External Parties

Act as a company representative for external parties related to investigation.

Quality Assurance

  • Ensure the implementation and execution of Forensic & Investigation align with agreed audit standard, principles, mechanism as established by Quality Assurance & Remediation Team.
  • Perform supervision and review of the implementation of internal audit activities to ensure conformance with the Internal Audit Charter, Code of Ethics, IIA Standards, and Internal Audit Manual.

Team Management

  • Lead, develop and mentor team members to achieve group objectives
  • Monitor and evaluate the performance of staffs, make recommendations to supervisor or approve and implement actions, such as promotions and dismissals
  • Work with People Development team to create the succession plan for the group and attract, motivate and retain top talent to ensure alignment with the plan
