Overall Responsibilities

The Provincial Finance Associate role will be responsible for assisting the Provincial Senior Finance and Administration Analyst with safeguarding the assets (financial and physical) of MSH and ultimately the U.S. Government or other donor against fraud, loss or misuse. The Provincial Finance Associate will be responsible for ensuring that any money expended in the Country is done in accordance with Generally Accepted Accounting Principles, MSH policy, and any cost principles imposed by the donor agency. The role is primarily responsible for, but is not limited to, payment reviewed for activities and operations, uploading payments into the system (s), activity advance reconciliations, and supporting the Provincial Senior Finance and Administration Analyst in VAT, WHT and other relevant Tax reporting. The Provincial Finance Associate is aware of and adheres to MSH’s procurement integrity standards in all activities.

Accountabilities For The Role

Financial Management

  • Process and facilitates all payments or fund transfers for the project.
  • Ensure that expenditures are authorized, approved, and supported by adequate documentation.
  • Process banking payments
  • Review and checks accuracy of payment requests against approved budget lines and docs completeness.
  • Follows-up acquittal or liquidation of advances and ensures no advances are given unless the previous advance is acquitted/ liquidated.
  • Ensure proper filing are kept secure in sharepoint

Administration

  • Prepare and process all Payment Vouchers and Deposit Vouchers ensuring that the documents are legal and authentic, and that all relevant and adequate support documentation is attached. Ensure that every financial transaction is properly approved by a budget-holder signatory, is properly documented, files are complete and demonstrates evidence of compliance with MSH policy, donor regulations, Indonesia law, and standard operating procedures.
  • Ensures that MSH and donor policies are implemented.

Other Tasks

  • Ensure appropriate financial controls processes, procedures and systems are in place and adhered to MSH, GOI and USAID regulation.
  • Maintenance of audit action list responses and tracking of follow up actions from Finance audits.
  • Perform other related duties as requested by the supervisor, Senior Accountant.

Qualifications

Education:

  • University Degree in Management, Finance, Accounting, Commerce or International Business.

Experience

  • 2+ years of hands-on experience in financial management
  • Experience in a USG or donor-funded project or NGO preferred.

Knowledge & Skills

  • Capacity to deal with multi-tasks and be able to adhere to tight deadlines in a busy environment, and excellent time management skills.
  • Able to communicate in English
  • Detail oriented.
  • Ability to work in a team-oriented environment while maintaining an individual workload.
  • Ability to work under pressure.
  • Computer software skills, including MS-Office.
